In May 2007 the Royal Institute of Chartered Surveyors challenged the Government's policy on the introduction of Energy Performance Certificates (EPCs). As a result Ruth Kelly the Minister for Communities and Local Government announced in the House of Commons on 22nd May 2007 the following changes:
- The introduction of HIPs and EPCs will be delayed from 1st June 2007 until 1st August 2007.
- From the 1st August 2007 a HIP including the EPC will only be required on the sale of houses with four bedrooms or more. HIPs for smaller properties will be phased in at an unspecified time in the future.
- Until the end of 2007 where a HIP is required an owner can market their property even though a HIP is not in place provided one has been commissioned.
- Under the previous regulations the EPC needed to be carried out within a period of three months from the first point of marketing. This is now extended to twelve months.
The Government has stated that it will issue detailed regulations on these points as soon as possible.
